In spite of the frequent news and announcements about the lack of snow on the State's mountains, low levels in reservoirs, and the resulting damage to farms and fish, many urban residents are complaining about, or ignoring, the conservation measures -- carrots and sticks -- adopted by most Southern California water agencies.

BY MADDALENA SERRA

Let's be more conscious about water by reframing our discourse. We in Southern California are living in a permanent state of water scarcity. We have to change our mindset and think of water conservation in a different way. Think of water like a paycheck: we have to live within our means, and if we do not, we are in trouble. Yes, we might get a little downpour once in a while: this is like a bonus we should save and not waste. This little bonus is not going to do much for our lifestyle so we should save it for a rainless day.
