Department of Conservation representatives will give a 30 minute presentation then take 90 minutes of public questions and comments - 2 minutes/commenter.

 

SPEAK OUT passionately on YOUR most important issues and then submit written comments at the meeting and/or later to comments@conservation.ca.gov .

 

Overview:

After years of ignoring hydraulic fracturing in California - and even denying that it was happening - the state has finally announced that it plans to develop regulations for this inherently risky drilling practice. We need your voice to make sure that these regulations are strong. 

 

We are joining our fellow citizens to tell the State how important protection of OUR communities from these hazards and risks are. Fracking involves injecting a mix of water, sand and dangerous chemicals into underground rock formations under extremely high pressure in order to free trapped oil and gas. Fracking has been tied to water contamination, fires, and property damages across the nation. Yet no notice to home and business owners is required, and no public review, EIR, or other California Environmental Quality Act (CEQA) procedures are required.

 

This workshop will include information on oil and gas production in California, technical background on fracking, and then be open for public comment.

Talking Points:

In addition to the National Sierra Club fracking requirements, you use any of the following issues:

 

- Post online all applications/notices of well works or reworks including fracking and request comments;

- Require all fracking programs go through CEQA notice and comment periods for each field (>4 wells);

- Personally notify and request comments from all landowners, businesses and residents within 2500 feet of the total expected well footprint (well head to well toe) at least 30 days in advance; 

- All Hydrocarbon and Greenhouse Gases must be monitored, reported and posted online in/from formations, well fields, fracked wells, other wells, and fault planes;

- All Chemicals in fracking water must be disclosed, monitored, reported and posted online;

- All Source Water for fracking must be monitored, reported and posted online.

- All Liquid/Water migration must be monitored, reported and posted online in formations, fracked wells, other wells, and fault planes; 

- All Water used and recovered from fracking must be treated to drinking water standards before it is spread or re-injected into the ground in or potentially infiltrating aquifers (note that water from fracked wells, called “Flowback brines” contains dangerous, but undisclosed chemicals)

- Any Seismic Activity (Earthquakes) in fields and around any fracked or injection wells must be disclosed, monitored, reported and posted online;

- All Land Surface Movements and Damages to Facilities must be monitored, reported, and posted online
