The French, who were run over by the Germans in two world wars and whom we rescued twice, whom can be arguably called near incompetent, manage to generate 90% of their electricity via Nuclear power. They have done it safely and economically. For $500 million to $750 million, we could have just duplicated the old steam generator design (and run the heck out of the new design) and then replaced the new design when the replacement arrived. Instead we have tossed $3-5 billion dollars out the window. For $3-5 billion dollars, we can do a lot of environmental remediation- we could buy half of Para State in Brasil (the deforested half) and replant it. Three mechanical engineering professors from Caltech should have made a technical decision- not three administrative law judges at the NRC (who required the public hearings and relicensing- effectively killing the project).
