Constitution and Bylaws

 

The International Community Committee Constitution and Bylaws were Ratified on September 7, 1985 and form the basis of these bylaws.

 

Constitution

1. The Section provides the international and American community and newcomers from abroad with a regular scheduled program of activities to familiarize them with our country and the aims of the Sierra Club, and to provide the means for better communication of ideas. The purposes of the Section are consistent with those of the Sierra Club.

2. The International Community Section is an Activity Section of the Angeles Chapter of the Sierra Club and is subject to the bylaws of the Club and Chapter and is constituted by the Angeles Chapter Executive Committee. If a conflict arises between the policies of the Sierra Club and Angeles Chapter and the policies of the International Community Section as stated herein, the policies of the Sierra Club and the Angeles Chapter shall prevail.

4. Qualifications for Positions
4.(a) Officers, other than the Outings Chairman, who compose the ICS Executive Council:
4.(a) i Must be a member of Sierra Club and the Section.
4.(a) ii Must be nominated by a Section member.
4.(a) iii Must be elected by a majority of the total Section members submitting written ballots. At least a quorum of the membership must return ballots for the election to be valid.


4.(b) Outings Chairman
4.(b) i Must be an experienced Certified Leader of the Sierra Club and the Section.
4.(b) ii Must have been the leader on a minimum of 5 outings, including day hikes and overnight camp-outs.
4.(b) iii Must be nominated by a Certified Leader.
4.(b) iv Must be elected by a majority of the Section's Certified Leaders who submit written ballots. At least a quorum of the Certified Leaders must return ballots for the election to be valid..

4.(c) Certified Leader
4.(c) i Must be a member in good standing of the Sierra Club and the Section.
4.(c) ii Must be certified by the Angeles Chapter Safety Committee with a minimum rating of ``O''.
4.(c) iii Must be nominated by the Outings Chairman.
4.(c) iv Must have been a Provisional Leader for at least six months.
4.(c) v Must be approved by a majority vote of the Certified Leaders present at the business meeting at which the Leader's name is brought up to be ratified. Such a vote can be taken only at a business meeting at which a quorum of the Section's leaders are present.

4.(d) Provisional Leader
4.(d) i Must be a Sierra Club member in good standing.
4.(d) ii Must be nominated by a Certified Leader.
4.(d) iii Nomination must have the concurrence of the Outings Chairman.

4.(e) Affilitate member
4.(e) i Must be a Sierra Club member in good standing.
4.(e) ii Must be nominated by a leader, an Affiliate Member or the Membership Chairman.
4.(e) iii Must be accepted as an ICS member by majority vote of the Section members present.

5. Election, Ratification, Acceptance
5.(a) Election of Officers:
5.(a) i Elections shall be held once a year at the Section's last regular business meeting of the calendar year.
5.(a) ii Any Section member and/or a nominating committee shall submit nominations in writing to the Secretary at least three weeks prior to the announced day of election.
5.(a) iii Ballots shall be mailed by the Secretary at least two weeks prior to the election. Ballots shall provide for write-in candidates. Ballots must be received by the Secretary by election day. Votes must be counted and recorded. The ballots shall be retained for at least sixty (60) days. After that time their destruction may be directed by the Executive Council.
5.(a) iv New officers shall take office at the start of the calendar year.

5.(b) Ratification of a Certified Leader:
5.(b) i Ratification may be held at any business meeting of the Section.
5.(b) ii Provisional Leaders are expected to complete the Angeles Chapter'sleadership training course requirements within 18 months of nomination. Failure to complete this leadership training within the specified period will result in a review of the Section member's leadership status by the ICS Executive Council.

5.(c) Acceptance of Affiliate Member:
5.(c) i A vote for acceptance may be taken at any business meeting of theSection.

6. Resignation, Suspension, Removal
6.(a) ICS Executive Council members:
6.(a) i An officer's term normally ends at the end of the calendar year.
6.(a) ii Any officer who voluntarily resigns should submit a notice of resignation to the Chairman. If the Chairman's position becomes vacant, the order of succession to this post shall be Secretary, Treasurer, and Outings Chairman.
6.(a) iii A member of the Executive Council may be suspended or removed by a majority vote of the Executive Council. The vote to remove must be by secret ballot with all Executive Council members voting.
6.(a) iv A meeting to recommend the Chairman's removal shall be conducted by the Secretary.
6(a) v Officers may only be suspended or removed for failing to properly perform the duties of office and/or for violations of the policies and Bylaws of the Sierra Club or the Angeles Chapter, or the Constitution and Bylaws of the International Community Section, or federal, state, or local public laws.
6.(a) vi Suspension or removal action against any officer must be initiated by the Chairman and one member of the Executive Council or by three members of the Executive Council.

6.(b) Certified Leaders:
6.(b) i Certified Leaders who voluntarily resign should submit a notice of resignation to the Outings Chairman.
6.(b) ii The Outings Chairman may suspend from leadership responsibilities any leader found by him to be in serious violation of the Angeles Chapter Outings and Safety Policy during an outing. The suspension will remain in effect unless rescinded by the Outings Chairman or action of the Executive Council.
6.(b) iii If a suspension, imposed by the Outings Chairman, is not rescinded, the Outings Chairman shall issue a written complaint against the leader for consideration at the next meeting of the Executive Council.
6.(b) iv Removal or suspension of a Certified Leader from the list of Certified Leaders requires a majority vote of the Section's Certified Leaders. The vote must be by secret ballot. Absentee ballots are accepted. Suspended Certified Leaders are to be granted Affiliate Member status for the duration of the suspension and are granted Provisional Leader status at the end of the suspension. Removed Certified Leaders to be granted Affiliate Member status.
6.(b) v A Certified Leader who has not led or assisted with an outing for two years shall be automatically placed on Provisional Leader status.

6.(c) Affiliate Members:
6.(c) i An Affiliate Member shall be removed from membership, if he or she has not participated in Section functions for one year.
6.(c) ii An Affiliate Member may be removed or suspended by a majority vote of the Section's membership present at a regularly scheduled business meeting.

7. Duties of ICS officers
7.(a) The Chairman shall:
7.(a) i Call and conduct all meetings of the Executive Council and the Section.
7.(a) ii Conduct all elections and suspension and removal votes.
7.(a) iii Review all correspondence between the Angeles Chapter's Executive Committee and the ICS.
7.(a) iv Submit an annual report to the Executive Committee of the Angeles Chapter at the end of fiscal year.
7.(a) v Appoint any ad hoc committee, including a nomination committee.
7.(a) vi Execute and effect any ruling or policy instituted by the Executive Council or the Section.
7.(a) vii Appoint an interim officer to fill a vacancy left by the resignation or removal of an officer. This interim officer shall serve until the next term of office.
7.(a) viii Act on behalf of the Section in situations requiring action before an ICS Executive Council meeting is held.
7.(a) ix Act for the Executive Council and the Section in miscellaneous matters.
7.(a) x Appoint, at his or her discretion, a delegate to the Chapter Council and any other appropriate Chapter committees.

7.(b) The Secretary shall:
7.(b) i Take minutes of meetings of the Executive Council and the Section, as needed, or cause the minutes to be taken.
7.(b) ii Write correspondence as directed by the Chairman.
7.(b) iii Maintain custody of all official ICS documents. Maintain a record of all ICS correspondence.
7.(b) iv Provide a copy of the Constitution and Bylaws to new Provisional leaders and Affiliate Members.
7.(b) v Serve as Chairman in the absence of the Chairman.

7.(c) The Treasurer shall:
7.(c) i Receive and disburse all funds. He or she may delegate an "assistant treasurer". The assistant treasurer must keep the treasurer advised of all transactions on a regular basis.
7.(c) ii Maintain financial records of all transactions.
7.(c) iii Report ICS's financial status at regular Section meetings. The detail of the financial report shall be specified by the Chairman.
7.(c) iv Provide funds as required by treasury policy (Bylaws,Article 2).
7.(c) v Submit an annual report of the Section's financial transactions for each fiscal year to the Chapter Treasurer.

7.(d) The Outings Chairman shall:
7.(d) i Chair the Outings Committee whose members are the Certified Leaders, Provisional Leaders and interested Affiliate Members.
7.(d) ii Recommend in a written report to the Certified Leaders whether a Provisional Leader shall become a Certified Leader of the Section.
7.(d) iii Attend or designate an alternate to attend any outing led by a Provisional Leader.
7.(d) iv Suspend and initiate action for removal or suspension of a Certified Leader or Provisional Leader found to be in serious violation of the Angeles Chapter Outings and Safety Policy. (See Article 6.(b) ii and 6.(b) iii )
7.(d) v Provide copies of approved outing write-ups for inclusion in the Sierran International Newsletter and Angeles Chapter outings schedule.
7.(d) vi Ensure that all aspects of the Angeles Chapter Outing and Safety Policy,as described in the Chapter's Outing Chair's Handbook, are strictly followed.
7.(d) vii Keep the Outing Chair's Handbook up to date. The handbook is provided by the Chapter's Activities Administration Committee and the Chapter's Safety Committee. The Chairman shall provide copies of important changes to all Section leaders.
7.(d) viii Maintain Section-owned outings materials.
7.(d) ix Maintain a list of persons the Section has judged to be undesirable participants on Section outings. The list shall be provided to all Section leaders.

7.(e) The Newsletter Editor shall:
7.(e) i Publish the Sierran International Newsletter on a regular basis. The newsletter shall contain information relating to the outings policy for participants, a schedule of upcoming events for a designated period as provided by Outings Chairman, and other items of interest.
7.(e) ii Distribute the newsletter to all Section members and persons on the participants' list. The list shall be provided by the Membership
Chairman.
7.(e) iii Provide the Secretary and all Section leaders with sufficient copies of the newsletter to fill orders for it.
7.(e) iv Send copies of the newsletter to the Chapter Chair, the Activities Administration Chair, and the Safety Committee Chair.

7.(f) The Membership Chairman shall:
7.(f) i Chair the Membership Committee whose members are appointed by the Membership Chairman.

7.(g) The Conservation Chairman shall:
7.(g) i Chair the Conservation Committee whose members are appointed by the Conservation Chairman.
7.(g) ii Represent the Section on the Chapter's Conservation Committee.

8. Responsibilities
8.(a) The ICS Executive Council Shall:
8.(a) i Propose policy. Policy proposals shall be submitted to the Section for approval.
8.(a) ii Consider and investigate complaints directed at leaders, Affiliate Members, or participants and decide upon a response or a course of action.
8.(a) iii Resolve disputes between Certified Leaders.
8.(a) iv Conduct ICS-related business not specifically addressed in the Constitution and Bylaws.
8.(a) v Interpret the Constitution and Bylaws of the Section. Interpretations of the Executive Council may be appealed to the Angeles Chapter Executive Committee, or to the Sierra Club Council or to the Board of Directors of the Sierra Club.
8.(a) vi Have the authority to create standing committees and define their functions and terms of existence.

8.(b) The Section shall:
8.(b) i Elect officers other than the Outings Chairman to the ICS Executive Council.
8.(b) ii Vote to admit, remove or suspend Affiliate Members, as required. It shall vote to place a person's name on the list of undesirables.
8.(b) iii Approve or disapprove by a majority vote the policy proposals recommended by the ICS Executive Council.

8.(c) Standing Committees
8.(c) i The Outings Committee shall:
8.(c) i A. Provide a schedule of outings or activities with sufficient lead time to allow publication of the events in the Chapter outings schedule.

8.(c) ii The Membership Committee shall:
8.(c) ii A Maintain a current list of leaders, Affiliate Members, and outing participants. The list of participants is to be provided to the Newsletter Editor.
8.(c) ii B. Promote interest in outings and activities sponsored by the Section.
8.(c) ii C. Publicize outings and activities in local publications.
8.(c) ii D. Accept applications for ICS affiliate membership and present the applications to the Section.

8.(c) iii The Conservation Committee shall:
8.(c) iii A. Further the conservation objectives of the Club and Chapter among the Section's membership, assist national, regional and Chapter Club actions, and supervise specific conservation action programs as authorized by the Executive Council.
8.(c) iii B. Promote interest in conservation fund raising activities sponsored by the Section.

8.(d) A Certified Leader, acting as the leader of an outing, shall:
8.(d) i Be responsible for all aspects of the outing:
8.(d) i A. Submit an outing write-up to the Section's Outings Chairman for inclusion in the Chapter Schedule of outings and the Sierran International Newsletter.
8.(d) i B. Obtain campground reservations.
8.(d) i C. Obtain necessary permits for the outing.
8.(d) i D. Provide the outing information to participants and the Outings Chairman.
8.(d) i E. Lead the outing in a safe manner.
8.(d) i F. Collect fees as required for the outing.
8.(d) i G. Provide first aid as required.
8.(d) i H. Assess the participants' abilities and plan the outing's activities accordingly.
8.(d) i I. Scout the outing or obtain information from area officials so as to be aware of the current status of the terrain, weather and other points mentioned in the Chapter Safety Policy.
8.(d) ii Have total authority to make decisions regarding safety and activities of the outing, except as specified in Articles 6.(b) ii and 7.(d) iv .
8.(d) iii Expel from an outing participants who fail to adhere to the outing policies or who have become disruptive to the group. This action should only be taken when offenses are of a serious nature or when the participant continues to be disruptive despite repeated warnings from the outing leader and/or other ICS leaders. Before expulsion, leaders must be certain the participant can return safely to the trailhead.
8.(d) iv Appoint someone from among the outing's participants to be an assistant leader, if the position becomes vacant during the outing. The post shall be filled according to Chapter policy, namely ICS's Certified leaders first and then other Certified Leaders within the Chapter, Provisional Leaders, and in an emergency, Sierra Club members or the best-qualified participants.

8.(e) A Certified Leader, acting as an assistant leader, shall:
8.(e) i Assist the leader as required to organize and conduct the outing.
8.(e) ii Serve the outing leader only as an assistant. The outing leader may delegate authority to the assistant leader or dismiss and replace him or her.
8.(e) iii Council the outing leader in private but may not overrule the leader's decisions.
8.(e) iv Assume leadership, if the leader is unable to lead the outing.
8.(f) The Certified Leaders as a body shall:
8.(f) i Elect the Outings Chairman.
8.(f) ii Vote to admit, remove or suspend Certified and Provisional Leaders as required.

9. Meetings
9.(a) Regular meetings to conduct Section business and plan the outing schedule shall be held within two months prior to the submission deadline for the Chapter's outings schedule.
9.(b) Special meetings of the Section and ICS's Executive Council shall be called by the Chairman, as needed.
9.(c) For the purpose of conducting business, a quorum of the Section shall be one more than half of the Certified Leaders and elected officers. A majority vote shall be one more than half, unless otherwise specified.
9.(d) For the purpose of conducting business, a quorum of the ICS Executive Council or any ICS committee shall be one more than half. A majority vote shall be one more than half, unless otherwise specified.
9.(e) Regular and special meetings of the Executive Council, the Section and Standing Committees are to be announced and are open to all leaders and Affiliate Members. This does not include ad hoc committees.
9.(f) Meetings are to be governed by "Robert's Rules of Order Revised" except where specifically provided for in these bylaws.
9.(e) A Provisional Leader does not have the right to vote unless he/she is also an Affiliate Member.

10. Finances
10.(a) The Section may receive funds from the Chapter, in a manner specified by the Chapter Executive Committee. The Section may elect to assess or collect dues from its members. The Section may receive contributions directly but, since the Section is an entity of the Club, its expenditure of such contributions shall be consistent with any policy and instructions of the Board of Directors.
10.(b) Consistent with the policies of and limitations specified by the Board of Directors, the Sierra Club Council and the Chapter, the Section may conduct fund-raising and other activities, which require members, as well as others, to pay a fee in order to participate. The Section is prohibited from raising money through direct mail appeals.
10.(c) Section outings shall be conducted on an independent financial basis, except insofar as they are used as a net fund raising activity, as authorized by the Executive Council in accord with the Board of Directors and the Sierra Club Council policy.
10.(d) The Executive Council shall have authority to open bank accounts and to regulate withdrawals therefrom. Bank accounts shall be in the name of the Section or its Committees, and shall include the words "Angeles Chapter, Sierra Club". Accounts shall be under the jurisdiction and responsibility of the Treasurer. All Section funds shall be accountable to the Chapter.
10.(e) Unless otherwise specified by the Executive Council or Chapter Executive Committee, all monies received by the entities of the Section shall be deposited with the Treasurer.
10.(f) The Executive Council may delegate financial authority, subject to these Bylaws and Club Bylaws, to Section committees, but retains responsibility and control. Any such committee must provide regular and satisfactory accounting to the Treasurer and Executive Council.
10.(g) The Section and any entity thereof is prohibited from the borrowing of money, or the ownership of real estate.
10.(h) Uses of the treasury funds, not stated in the Bylaws, are prohibited, unless approved by a two-thirds majority vote of the ICS membership submitting written ballots. Atleast a quorum of the membership must return ballots for the election to be valid.
10.(i) The fiscal year of the Section shall coincide with the fiscal year of the Club.

11. Ratification of and Amendments to the Constitution and Bylaws
11.(a) Ratification:
11.(a) i The Constitution and Bylaws are ratified by a two-thirds majority vote of the Section members submitting written ballots.At least a quorum of the membership must return ballots for the election to be valid. The Constitution and Bylaws will take effect immediately after being ratified by the membership and approved by the Chapter Executive Committee.
11.(a) ii The Officers in office when the new Constitution and Bylaws are ratified and approved, shall serve until the next regular term of office.

11.(b) Amendments:
11.(b) i The Constitution shall be amended by a two-thirds majority vote of the Section members submitting written ballots. Proposed amendments must be distributed to the membership at least two weeks prior to the vote. Amendments are subject to subsequent approval by the Angeles Chapter Executive Committee.
11.(b) ii The Bylaws shall be amended, as required, by a majority vote of the Section members present at a regular business meeting. Proposed amendments must be distributed to the membership at least two weeks prior to the vote.



Bylaws of the International Community Section

1. Outings

Outings are to be conducted by Certified Leaders on a cost-sharing basis. All events are open to adult foreign and community members. Certain outings designated as ``family outings'' are designed for participation by children. Minimum ages are specified for family outings, and all children must be accompanied by parent(s) or guardian. No Sierra Club membership is required.

1.(a) General Provisions

Outings shall be moderate (M) or less, the level of difficulty permitted by the Chapter for the ICS. The outing shall conform to all Sierra Club requirements and the requirements as stated in the Section's Outings policy. The Sierra Club Outings Leaders's Handbook shall be regarded as a guide by which to conduct outings.

1.(a) i Participants must be 18 or older (or college student), unless the event is designated as a family outing.
1.(a) ii Trailers, recreational vehicles (RVs), truck-campers, and motor bikes are not allowed on camping trips except at the descression of the leader.

1.(b) Conduct
1.(b) i Participants must observe common sense rules of safety and abide by the rules specified by the leader. Participants may not precede the leader on the trail, lag behind the designated trail ``sweep'' for the hike, or absent themselves from the planned activities of the outing without notifying the leader. If the participant fails to abide by these rules of conduct, the leader may expel him or her from the outing and file a complaint with the Chairman for discussion and possible action by the ICS Executive Council.
1.(b) ii Unless participants are disturbing the outing, the leader will not intervene in disagreements or personal matters involving them.

1.(c) One-day hikes

No reservations are needed, unless the number of participants is limited or prepayment is required. Participants are to meet at a specified time and place. Lunch, water, warm jacket and lug-sole boots are usually required.

1.(d) Camping trips

A reservation is required. The reservation must be made with the leader or a reservationist specified in the write-up. The reservation should include the name, address and telephone numbers of each participant, and the outing fee required. The reservation must be made by mail, unless otherwise specified by the leader, and must arrive by the deadline stated in write-up. Unless otherwise stated in the event write-up, cancellation policy is that a full refund is made up to 15 days before departure; thereafter refunds (less $5 or 10% whichever is greater) will be made if space is re-sold.

1.(e) Complaints
1.(e) i Complaint against the Leader of an outing
If a participant wishes to file a complaint against a leader then the procedure for written complaints must be followed.

1.(e) ii Complaint to Leader about Certified or Provisional Leaders or Participants other than the Leader.

1.(e) ii A. If a Leader should receive a verbal complaint about another ICS leader or participant during an outing, the Leader shall interview the two parties separately to resolve the issue. To the same end, the Leader may convene a meeting with both parties involved, if both parties agree to it.
1.(e) ii B. If the Leader receives a verbal complaint from an ICS leader or participant about another leader or participant involving harassment, sexual or otherwise, the Leader shall interview both parties separately and ascertain the following:

If the Complainant has rebuffed the Accused; and
If harassment has actually taken place.

Regardless of the outcome of his investigation, the Leader shall advise both parties not to seek each other's company for the remainder of the trip. The Leader may convene a meeting with both parties, if both parties agree to it, to resolve the issue.
1.(e) ii C. If the Accused is perceived by the Leader to continue the harassment, the Leader shall expel the Accused from the outing, and advise the Complainant to direct a written complaint to the Section, as per the Bylaws, if the Complainant so chooses.
1.(e) ii D. If the Complainant has not rebuffed the Accused, and is not inclined to do so, the Leader shall advise the Complainant to direct a written complaint to the Section, as per the Bylaws. The Leader shall inform the Accused of the verbal complaint, including content and Complainant name, but shall not expel the Accused from the outing. The Accused may offer verbal explanation of his actions to the Leader to be weighed against the accusations. Both accounts shall be submitted by the Leader to the Executive Council for review.
1.(e) ii E. If a Leader receives verbal complaints about another leader at times other than an outing, the Leader shall advise the Complainant to direct a written complaint to the Section.
1.(e) ii F. If known Accused and Complainant are participants in subsequent outings, the Leader shall advise both parties as stated in Section 1.(e) ii B. prior to, or at the beginning of the outing.
1.(e) ii G Accusers may withdraw complaints at any time without stated reason. The Leader shall proceed as if no complaint had been received.

1.(e) iii Written Complaints
If a leader or participant wishes to file a written complaint, the following procedure is to be used.
1.(e) iii A. Filing
Send a written notice of complaint to the ICS Chairman or to the Executive Committee of the Angeles Chapter or to the Board of Directors of the Sierra Club. Complaints sent to the ICS Chairman must be signed and submitted within 30 days of the incident. Copies of the complaint will be sent to the accused so he or she may reply in writing. The complaint will be referred to the Executive Council for consideration and action.

1.(e) iii B. Hearing
At the request of either party, the Executive Council shall conduct a hearing in which the accused's rights shall not be abridged. These rights include: to be informed of the nature and cause of the accusation, to have a speedy and open hearing, and to be able to call witnesses in his favor. Testimony given at the hearing will be recorded.

1.(e) iii C. Ruling
Having considered the evidence the Executive Council shall issue a speedy ruling. The Executive Council may:

make a recommendation to the Section for removal or
make a recommendation to the Section for suspension for a period, normally one year; and/or
make a recommendation to the Section that the leader's or participant's name be placed on the list of undesirables; and/or
issue a letter of reprimand and/or
take other actions deemed appropriate.

If removal, suspension, or placement on the list of undesirables is recommended, the accused may be suspended by action of the Executive Council until the next Section meeting.

1.(e) iii D. Appeal
Rulings of the Executive Council may be appealed to the Executive Committee of the Angeles Chapter or to the Board of Directors of the Sierra Club.

2. Treasury policy
2.(a) A nominal sum is charged each participant of a camping outing.
2.(b) If an overage occurs after the leader has paid fees for the group's camp outing, the sum is deposited in the Section's treasury.
2.(c) Treasury funds may be used for:
2.(c) i Publication of the Sierran International Newsletter.
2.(c) ii Expenses incurred by officers and leaders while conducting Section business, excluding meals, transportation and entertainment.
2.(c) iii Purchase of supplies as approved by the ICS Executive Council.
2.(c) iv A deposit or the full fee required to make advance reservation for an outing.
2.(c) v Reimbursement of a leader when the expenses for an outing amount to more than the fees paid by the participants.
2.(c) vi Expenditures of treasury funds under $100 can be voted upon by two-thirds of the those present at a regularly scheduled business meeting of the Section.
3. International Conservation Fund
3.(a) The Conservation Chair will be identified as the account holder on the ICS International Conservation Fund (Angeles) in the Sierra Club Foundation. The account holder is authorized to request grants from the Sierra Club Foundation totaling not more than $100 between consecutive regular ICS business meetings. Expenditures in excess of this must be approved by a majority of the members present at a business meeting.
3.(b) The account holder will present reports of his/her activities at ICS business meetings.
3.(c) When there is a conservation fundraising event, the leader will use the Conservation Transmittal form as the trip roster and send one copy of the roster to the membership chair and another copy, with the donation checks, to the account holder.
3.(d) The account holder will forward the monies and Transmittal form to the Sierra Club Foundation.




Additional Policies of the International Community Section

1. Leaders of outings go free; i.e., they don't pay the cost of the trip as advertised in the write-up. (See Bylaws 2.(c) v)
2. Leaders will be given a party once a year.
3. Quiet time of 10 pm is to be observed at campgrounds and 11 pm at lodges unless otherwise stated in the write-up.
4. In order to present to the membership a variety of outings, the ICS section will accept, from its members only, advertisements for non-Sierra Club outings on a paid basis at the rate of $1.00 as proof that these outings are not sponsored by the ISC or Sierra Club and only if the advertisements can be accommodated in the newsletter.
5. Non-members (Sierra Club) shall be charged at least one dollar but not more than 10% extra on outings.
6. There will be a mimimum of one fund raising outing per year.
7. A fiscal review (budget summary) occur at the July meeting. During the budget summary the Treasurer will prepare a list of profits and losses for all trips during the year.
8. There will be an annual audit in September for the October 1st report to the Chapter.
