This introduces a new Angeles Chapter Safety Policy (ACSP), approved unanimously by the Angeles Chapter Safety Committee in our 9/30/2010 meeting, affirmed unanimously in the OMC meeting of 10/4/2010 and approved by the Angeles Chapter ExCom on 10/24/2010. This new ACSP represents a great deal of work by Randall Danta, as well as significant inputs from others (e.g., Kent Schwitkis and Tina Bowman). Here are the more significant changes.
- The most apparent change is in formatting. The document has been structured in "engineering format" for lack of a better term and the sections arranged in a more rational manner. The structure of the 2008 approved version is based on a memo written in 1976 or so and was badly in need of an overhaul. The new proposed version brings our Safety Policy into the 21st century.
- A primary goal of this new ACSP is to eliminate the need for many/most Chapter entities to produce and maintain their own safety policy. Only those entities with "special" requirements will continue to need their own policy; examples include HPS, WTC, SPS, SMS and RTS. Most regional groups, and many activity sections, should no longer require a standalone safety policy with this new ACSP in place.
- The Quick-Turnaround section has been modified to specifically permit authorizing more than one individual to have Q-T authority (e.g., not only the outing chair, but co-chairs, assistant chairs, etc.). This recognizes the situation where the outing chair may be unavailable due to travel, etc. I've also removed the explicit requirement to attend an Outings Chair Training class -- since those are not now offered and I've generally waived such attendance of late.
- A new national outings waiver procedure, the Enduring Waiver (in use by Griffith Park since 2002, but now available nationally), is recognized; this new procedure may be found here: http://clubhouse.sierraclub.org/outings/Insurance/waiver.asp#EnduringLiabilityWaivers
- Some language has been added to reflect the necessary trend towards more electronic publication of outings (web sites and listservs).
Again, I want to recognize Randall Danta's yeoman work in bringing the ACSP into the 21st century, Tina & Kent for their attention to polishing his work, and the rest of the Safety Committee for driving this home.
